You answered your own question : 0.20.16 and below isn't compatible with any 0.21 builds. The code and stuff were changed too much. Check the wiki/main site for more info about the differences between the 2 versions |

This is expected. The difference in both codebase and content is too great to reliably port saves over from 0.20.16 into 21.0.0, and so they are intentionally displayed disabled as you have seen. |
