The leaflet unlocks Tony's Pizza and the car dealership. But if you've already unlocked the pizzeria in Diane's storyline, then you will only see the popup for the car dealership.

This is intended. You are able to buy upgrades to deliver, so why keep those options closed off longer than needed?
