This is a duplicate bug report. Please review reports before submitting a new bug. There is a bug in this update that if you call a character to a place they normally are not, then call them to another location, you will bug them out. For Judith, you asked her to meet you in the park, then you did something else instead like ask her into the bathroom for some fun, or another quest involving her leaving the hallway. Do not do this. Reload a previous save and do the quests as they are presented to minimize bugs.
