Assuming you downloaded the game from https://my.kompasproductions.com/ or summertimesaga.com, they should be safe, but we cannot vouch for them if you sourced them from a third-party. From time to time SmartScreen does trigger false positives, this is due to the way it adapts to you and your system over time, meaning that it may warn you about a program, but not warn everyone else, but that doesn't necessarily make the warning correct. I'm afraid I'm not overly familiar with how to grant an exception to an individual program, but hopefully Google or the like can shed some light. Do be aware that the game contains a handful of exe files in addition to the main exe - have a look inside lib\py3-windows-x86_64 - and that you may need to allowlist these also.
