You do need to redo the same thing for like 3-4 times (if not more). Unless you really did bugged out |

It's possible that Debbie is pre-occupied with an event from Jenny's route and is unable to catch you until you progress that story. Please try advancing Jenny's route a little and before attempting this quest again on a day when Debbie is likely to catch you (she'll also be unable to catch you if she's gone or is going to the mall). |
