This is because Miss Okita requests vegetable stock, and you must speak to Veronica (the check-out clerk in Consum-R) about the vegetable stock you need in order to for her to suggest using chicken stock instead (even if you have already purchsed the chicken stock), an idea that Anon then presents to Miss Okita in order to progress. The in-game hints for this could definitely stand to be better in this quest, but it is fully functional none-the-less. Closing this for now as any hint improvements will be part of a larger, wider-reaching effort, and the game does exhibit correct behaviour in regard to the reported scenario.
