I cannot reproduce this issue in version 0.18.6. The basketball court is always unlocked on the first day.
I suppose that it was created by using the dev menu, as it was already the case for bug reports 0002014 and 0002003.

Players are not supposed to use the dev menu, so it's not a bug.

I'm complaining that the court is unlocked too early, regardless of using the dev menu.
