Did you finish making the glasses? Or do you have the glasses meaning you got the pair out of Judith's locker? You need 5 INT to finish the blueprint Okita has you use to create the glasses. Then you just have to wait a few days before she wants you to create something else.

Make sure you're on .16.1, and when I say a couple days, I mean in game days. Not actual days. So just forward the game a few days and try again. If it doesn't work, and you're on .16.1, upload your save here.
